Croatian public policy think tank CEA marks 13 years

Croatian public policy think tank CEA marks 13 years. The City of Zagreb administration registered the Centre for Public Policy and Economic Analysis as an association on December 27, 2010, based on the founding assembly from November 20. CEA’s registration number is 21008165 in the Croatian Register of Associations (Registar udruga).

Founders and leadership

CEA’s founders are Daniel Hinšt, its first President, and Petar Vušković, its first Vice President and the second President.

Since 2023, the President has been Matej Hittner. In addition, Daniel Hinšt and Igor Šlosar are its Vice Presidents.

Members of the current Executive Board are Goran Vojković, Marko Perić, Matija Horvat, and Igor Sokolar. Other members are Petar Vušković, Emil Pavić, Marija Lalin, Petar Šarić, Adrijan Štivić, Matija Magerl, Mario Guvo, Branimir Barišić, Ivor Altaras Penda, Magdalena Pavelić Hinšt and Marijana Babić.

Vision and mission

CEA’s vision is to help discover and bring the light of freedom and fact-based policymaking. Accordingly, CEA’s mission is to be the Croatian frontrunner in advocating secure, free, and competitive transatlantic institutions.

That way, CEA wants to contribute to Croatian public policy with ideas and expertise based on good practices from developed countries.

Fundamental values

Accordingly, CEA sees the need for strengthening the moral virtues of free and hard-working individuals and encouraging comparative policy learning from developed countries. In that context, CEA strongly supports the fundamental values of natural rights and individual liberty, especially religious and economic freedom. All this is important for building a strong and resilient democratic political culture.

Main objective

Equally important, our main objective is to advance policy analysis focused on the further expansion of the European Union and the NATO alliance, as well as the strengthening of defense and the transatlantic partnership.

Also, we strongly support rule of law, free market, entrepreneurial initiative, privatizations, limited government, New Public Management, safe and controlled immigration, and law and order.

Basic principles

Accordingly, CEA strongly stands for center-right policy principles. That way, CEA would be considered neo-conservative in the US, while conservative liberal or liberal conservative in the EU. On the other side, CEA is opposed to progressive-left and alt-right agendas, as well as to all extreme ideologies.

Main projects

In addition, with regard to our strategic projects, Croatia 2025 provides measurable public management and institutional reforms in Croatia. Also, Project Detektor aims to detect populist disinformation as geopolitical risks associated with Russian and Chinese influence. That way, CEA contributes to the Croatian public policy process with important intelligence to support mitigating key structural and geopolitical risks.

Collaboration

Furthermore, CEA has provided policy analysis for portals Ekonomski Lab, Pametni gradovi4 Liberty.eu, Atlas Network, and ex-Banka.hr. Also, CEA’s international collaboration and contacts include several think tanks: the Warsaw InstituteThe Bertelsmann FoundationCouncil on GeostrategyFriedrich Naumann Foundation for Freedom, Liberte! Foundation, Adam Smith Institute and Timbro.

Previously, CEA collaborated with the European Values Center for Security PolicyFraser Institute, Texas Public Policy Foundation, Atlas Economic Research Foundation, and Lithuanian Free Market Institute.
